If the petition is granted, the documents are forwarded to the National Visa Center (NVC). The NVC is responsible for distributing instructions and paperwork to international applicants. Some of the information shared includes the case number and invoice ID number. The information is utilized during the application and when paying application costs. The sibling can proceed with the immigration visa application once their priority date is current.
Stage Two: Visa Process
Visa Application. When the priority date becomes current, the NVC will notify applicants that they may begin the F4 visa application. Applicants who are married and/or have minor children must apply for F4 visas for each person by completing Form DS-260.
Vaccination and Medical Examination. All F4 visa applicants must comply with vaccination requirements and receive a medical examination to receive a visa. Applicants must be examined by a designated civil surgeon and submit a signed Form I-693.
Compile Documents. An applicant’s paper file needs to contain all documents needed to support your case. Supporting documents and information applicants should have in their file include:
- A valid passport;
- Affidavit of Support from the U.S. petitioner;
- Form DS-260 confirmation page;
- Medical records and vaccination records;
- Two photos;
- Legitimate marriage certificate;
- Court and criminal records, as well as a police certificate;
- Divorce papers or death certificates to confirm a previous marriage ended legally;
- Military service records.
Attend Consular Interview. After completing the application and submitting all necessary paperwork, applicants must attend an interview at the nearest U.S. embassy or consulate. At the interview, the consular officer will ask the applicant several questions to ensure they meet immigration criteria.
Travel to the United States. Upon approval, the applicant’s passport is stamped with the F4 visa. The embassy will also provide a sealed package. It is important to not open or tamper with the package. When you arrive in the U.S., you will provide the sealed package to an immigration official. The official will open the package and review the contents to assess whether or not you may enter the country.

Priority dates for the F4 preference category vary depending on the country of chargeability. Applicants can check accurate information on visa approvals by visiting the visa bulletin. Visa bulletins are updated monthly by the U.S. Department of State.
Family-based immigrant visas often have long waiting times. In extreme cases, it can take up to 14-15 years to receive an F4 visa. Processing times just for the Form I-130 petition can range from as little as six months to 10 years. A significant factor for the F4 visa processing times is the service center where your Form I-130 was submitted and your country of origin. Countries with lower demand for this visa type will be processed faster than countries with higher demand.
